Travel Restrictions Upheld


Florida may continue to bar students, faculty, and researchers at public colleges and universities from using state, federal, or grant funds for travel to Cuba and other countries that the United States has designated as “terrorist” states, a federal judge ruled in February. The law also forbids those at private colleges in Florida from using state funds for travel to Cuba or the other “terrorist” countries, which are Iran, North Korea, Sudan, and Syria.

The American Civil Liberties Union of Florida had filed a challenge to the law on behalf of the Faculty Senate at Florida International University, arguing that the law violated the First Amendment and that the state should not be allowed to regulate travel financed with private funds.
