* Council voted 6/05 to allow a Council member who moves out of the district to serve his/her term on the Council.  Bousquet elected 4/05 while on faculty of University of Louisville, KY, then moved to California. Council redistricting 6/06 changed the districts of some Council members, effective at the end of their current terms: Gudeman (MN, from III to II), Glenn (TN, from V to IV), Pegueros (RI, from IX to X), Charles Baker (MA, from IX to X), and Turner (VA, from X to IV).
